I. Next Year’s Schedule (2003-04 Season)

Tryouts – Nov. 3 – 30
Competition begins Dec. 1
Regular competition ends Feb. 21
Sectionals – Feb. 28

State – Mar. 20

The Advisory Board decided that the teams must participate in 5 regular meets and a position round. It will be recommended that they bowl everyone in their conference once.

II. Drop Dead Date

It was decided that the money would be due to the conference coordinator by Nov. 3 and due in the IBCA office by Nov. 14. There will be a $50 fee after Nov. 14, and the drop dead date is Dec. 1.

III. Rule Changes

Uniforms: Long sleeve shirts may be worn, but if there is more than one person wearing one on a team, then they must all wear the same color.

Conference Forming: Must have at least 6 schools, anything different than that must be approved by the Advisory Board.

Conference Alignment: Any changes in Conference Alignment must be submitted and approved by the Advisory Board.

Teams that are not sponsored by a center:  If a team does not have a bowling center sponsoring them, then they must pay the non-member fee and must come through the Advisory Board for approval.

Misconduct: It was added into the misconduct rule that the penalty for infractions is at the discretion of the conference coordinator or the tournament official.

IV. IHSAA

The Advisory Board looked over the survey given out to Indiana high schools by the IHSAA regarding high school bowling. The survey results were not in favor of high school bowling being accepted as a varsity level sport. Regarding high school bowling, the Advisory Board decided that they need to continue to grow the program until they do get support!

V. Other Discussion Items

  1. Practices: Players should schedule practices or they will not receive practice in the bowling center. Also, there should always be a coach present for these practices.

  2. Fundraising: Fundraising is very important; players can do fundraisers to raise money for their fee or pay the fee directly. If they don’t pay the fee or do the fundraiser, then they don’t bowl.

  3. Member versus Non-Member Fees: Changing the member/non-member fees to the same price was discussed. It was questioned if it was a barrier to adding new non-member centers and schools. It was recommended to the IBCA Board for review.

  4. Non-participating high schools: It was decided that information would be sent out about high school bowling to schools that were not participating. It would be followed up on, then the High School Bowling Advisory Board will work together to section off the state and talk to the centers and the high schools.

I.  The Advisory Board welcomed new member John Tucker from Hobart Lanes. John replaces Rob Tucker.

II.  Current participation numbers - start working on playoff advancement

90 bowling centers are sponsoring 149 schools for the 2002-2003 season. The schools are sponsored by 31 non-member centers and 59 member centers. There are approximately 149 boy's teams and 140 girl's teams; totaling 289 teams overall. There are currently 19 new schools participating.

III.  Team Pictures and Rosters due to IBCA February 28, 2003.

IV.  Playoff Events

a. Playoff Formats
The formats of the playoff events will stay essentially the same, with the exception of the State Finals. The regional events will all start with team competition at 9 a.m. and singles competition will begin at 2 p.m. Sectionals - smaller conferences can be allowed a sectional with Advisory Board approval. The Blue Chip Conference requested to split into 2 conferences with 2 sectionals due to travel challenges and was approved by the Advisory Board.
b. Regional Sites - finalize Southwest and Northeast sites
The sites for all regional events on March 15 have been set as follows:

Northwest Regional - Stardust II, Merrillville, IN
Northeast Regional - Cooper's Sport Bowl, Anderson, IN
Central Regional - Cooper's Stardust Bowl, Noblesville, IN
Southwest Regional - Eastown Recreation, Jasper, IN

The site for the Semi-State event is Expo Bowl, Indianapolis on March 22.   The site for the State Finals is Woodland Bowl, Indianapolis on April 5.

The sites were chosen based on bid forms that were returned to the Indiana High School Advisory Board. The only site that was not chosen based on bid submission was the Southwest Regional. There were no bids turned in from the Southwest Region, so the site was selected and approved by the Advisory Board.

c. Semi-state The semi-state finals will follow the same timeline as the regional events.

i. Bleachers - 3 row behind 40 lanes (Same as last year at Woodland)
ii. Pep Band, Photographer, Color Guard and National Anthem Jenni is currently in search of singers for the national anthem for both the Semi-State and State finals. She is also beginning to search for a color guard for each event as well. The advisory board also discussed entertainment to start the event off and talked about having entertainment for either the Semi-state or State Finals, such as the Circle City Sidewalk Stompers, and Jenni is researching the possibilities.
iii. Friday night practice
Semi-state practice will be set up with the bowling center by the IBCA. Participants must RSVP to participate.

d. State Finals

i. Format - start time and layout of the day  State finals competition will begin at 9 a.m. on April 5 with singles competition. The team event will begin at Noon. This year, the State Finals will be using a round robin format for the top 4 boys' teams, the top 4 girls' teams, the top 4 individual boys and the top 4 individual girls. All of the bowlers will bowl against each other at least one time, earning bonus points for each match won. At the end of three games, the top two players or teams will advance to a championship match to determine the 2003 Indiana High School Bowling State Champions. The Advisory Board is working on advancement ratios at this time, but they will remain close to the advancements that we used last year.
ii. Bleachers - set up and layout  For the State finals, we will use 10 lanes for the round robin competition and final matches. Behind those lanes will be 5 row bleachers.
iii. Program suggestions - number to print  The Advisory Board recommended producing programs for the semi-state and state finals this year, but suggested including them in the cost of door admission. They suggested printing the same number of programs that we produced last year for each event. This year, included in the responsibilities agreement for centers hosting the Semi-State and State Finals was a requirement that the center sell at least $1,000 worth of ads for the playoff programs. There will be two separate programs for the Semi-State and State. The State program will have the pictures of the finalists included in it. Last year, we produced 500 programs for the Semi-State and sold 246 and for the state finals we produced 150 programs and sold 75 of them.
iv. Towels  Towels will be on sale again this year at both the Semi-State and State finals. Last year, we purchased 160 towels and sold 120. We are planning to purchase the same number for this year.
v. Friday night practice suggestions Participants must RSVP in order to participate.
vi. Admission fees/ticket sales and number of seats available  In order to cover the cost of the program at the Semi-State, the board felt that the admission fee should be raised $1 for all entrants into the Semi-state and State. The door admission fee for all sites will be:

Sectional - $2 student rate, $4 adult rate
Regional - $3 student rate, $5 adult rate
Semi-State - $6 student rate, $8 adult rate
State Finals - $10 flat rate - tickets will go on sale at the Semi-State event.

Money raised from all door admissions will be sent back to the IBCA office to help support the Indiana High School Bowling Program.

V.  Budget for 2003 - two choices

The Advisory Board was also presented with an alternative budget for the 2002-2003 season. This budget redistributed the money that was received from the sponsoring bowling centers in the following manner:

$75 to High School Playoff events
$75 to High School State Finals

The balance goes to the high school bowling program administration (members - $225, non-members - $350). In the past, we have distributed $200 of the center fee to the Playoff events. It was felt by the advisory board that the money was needed more in the program portion of the high school bowling program, especially since there will be no scholarships awarded this year for the championship series.

VI.  Rules questions

The Advisory Board discussed the tournament rules for tie situations. The Advisory Board decided to change the format for all tiebreakers during all playoff events. In the case of a tie during an individual event during any of the playoff series, the individuals involved will each roll one ball and the bowler with the highest pin count will win. In the event of a tie between two teams, 5 bowlers on both teams will each roll one ball. The highest total of all 5 shots (maximum 50 points) will win.

VII.  IASP Convention on November 25, 2002

Jenni attended the Indiana Association of School Principals Convention and Tradeshow on November 25 to promote the high school bowling program to high school principals.

I. Current Conference Updates
At this time, it looks as though we will have about 150 schools participating for the 2002-2003 season. Final numbers should be together the first of November when the money is due to the IBCA office.

II. High School Bowling Financial Statement
Must be approved by the IBCA Board before release - The Advisory Board approved a financial statement that covers the last three years of high school bowling that can now be sent to the IBCA board for approval. If approved by the IBCA board of directors, this financial can be released to centers participating in the Indiana High School Bowling program and IBCA members upon request to the IBCA office. If the financial is requested, the financial must come from the IBCA office and a log will be kept of all requesting individuals. Also a member of the Advisory Board will be notified to contact the requesting individual to answer any questions he/she might have. The financial information has been approved for release by the IBCA Board. See above for information on obtaining the financial information. 10/31/02.

III. Team Shirt Program and Apparel Program www.bowlinggift.com
The IBCA is working at this time to put a link up on www.indianagobowl.com to connect to Classic Products novelty website, www.bowlinggift.com. Any items purchased from the IBCA's site will help fund high school bowling. At this time, the IBCA is working to make the High School Bowling apparel line available at this site.  Please watch www.indianagobowl.com for more information.   www.bowlinggift.com is now available at www.indianagobowl.com; however, the apparel line is not yet available.

IV. Candy Program with the Illinois State Bowling Proprietors Association
This is a new fundraiser which can be used for to help fund bowling teams. The Illinois State Bowling Proprietors are working with Promotions in Motion to bring this fundraising possibility to IBCA members. If pursued, the IBCA will receive a $1.50 per case sold to help fund the high school bowling program at the state level as well. Information will also be sent out to IBCA member centers as soon as it is finalized.

V. Initial Site selection for the 2003 High School Playoffs, Semi-State, and State Finals.
The tentative list of selected sites is based upon an event contract being executed and approved by the center selected and the Indiana High School Bowling Program.

South Regional - No bid forms were completed, site to be announced at a later date.
Northwest Regional - Stardust II, Merrillville
Northeast Regional - No bid forms were submitted, site to be announced at a later date.
Central Regional - Cooper's Stardust, Noblesville

Semi-State Site for 2003
Expo Bowl, Indianapolis
Advancement numbers for all events will be set after the start of the competition season.

VI. Rules Questions

a. Fort Wayne - early graduates - A request for a rule change was proposed to the IHSB Advisory Board from Bishop Dwenger High School Coach, Mark Racine. Mark requested that the IHSB Advisory Board make a change in the rules that would allow a senior who graduates in January to continue to participate in the High School Bowling Season. IHSAA does not allow early graduates to participate in sports after graduation. In an effort to stay in line with IHSAA rules, the Advisory Board will not be changing any rules to allow this.

b. Indianapolis - 13 team conference - In an effort to help already established conferences that have fluctuating team numbers, the Advisory Board has decided that if a conference is close to the 6-12 teams, but has one or two less or more it may be approved at the Advisory Board's discretion on a case by case basis. Indianapolis requested a conference of 13 teams and was approved by the Advisory Board. Fort Wayne requested a conference of 15 teams and was approved by the Advisory Board. The Michiana Central Conference was approved to have 5 teams. These conferences could be limited to having only one sectional or any smaller conferences could be worked into another area's sectional.

c. Conference Meet schedules - do all teams in a conference have to be bowling in the same bowling center? The Indiana High School Bowling Rules do not say that a conference meet must be bowled all in one bowling center. If a conference must use alternative scheduling, it is allowed.
d. Kokomo - The Advisory Board decided that if there is/are still team(s) wanting to participate in High School Bowling in Kokomo, but cannot find a sponsoring bowling center, the team(s) could fundraise their own money and not have a sponsoring bowling center provided a conference could take them in. They would have to realize they are not guaranteed free practice at that time. It was suggested that if any of the teams in Kokomo wanted to participate in Conference play, they could try to work them into the Wabash Valley Conference as teams without a sponsoring bowling center. They would not have a home team advantage, but would at least be able to participate. Jenni will try to contact teams in Kokomo and see if they are interested in this option. They were also given an extension on their payment due dates to allow for their situation.

VII. Fall Tradeshow
The IBCA will be exhibiting the Indiana High School Bowling Program at the Indiana Association of School Principals, November 25, 2002 at the Downtown Marriott Hotel.

VIII. New Business
It has been brought to the attention of the Advisory Board that some bowling centers are requiring their high school students to only participate in youth leagues in the sponsoring bowling center if they want to participate on the high school team. The Advisory Board feels that this could create hard feelings between bowling centers and the youth bowlers. They strongly encourage sponsoring bowling centers to create club leagues on a different day of the week that wouldn't compete with normal Saturday Youth programs. This way, the students can participate in high school bowling clubs and still participate in their normal Saturday leagues.

I.  Payment Schedule for 2002-2003

1st deposit due by October 1 to the Conference Coordinator ($100 per school).

Balance due to Conference Coordinator by October 25, 2002 ($275 members, $400 non-members).

All money ($375 for IBCA members, $500 non-members,) Conference Constitutions, budgets and conference information sheets are due to the IBCA office by November 1, 2002 from the Conference Coordinators
$50 late fee for all deadlines missed.

Conferences will set their own deadlines for when Conference funds are due.

Scholarships can still be awarded on a Conference level.

Posters are being printed and will be out in August to all participating bowling centers and conference coordinators.

II.  Shirt Program Update

The shirt committee met with Classic Products on July 12, 2002. It consisted of Jenni Miller, Steve Kunkel and Larry Swanson. The concerns about backordered items from last season were discussed and the shirt that was problematic last year has been removed for this coming year. For this season, if a shirt is backordered for any reason the ordering school/bowling center will be asked to choose a different shirt (this new choice can be a comparable shirt from the Classic catalog.)

All order forms will be mailed out to participating bowling centers and conference coordinators by Sept. 15.

Orders will be due to Classic Products by November 4 to be delivered back by November 29. Classic Products will not be responsible for orders received after November 4.

The Indiana High School Bowling Apparel Line will be available again through Classic Products. The order forms have not changed from last year, and will be distributed to all participating bowling centers and coordinators with the beginning of the year information. Please share this information with your bowlers, this program is a way to help fundraise money for the state program. We are also looking for ways to make this available on-line through www.indianagobowl.com. Watch the website for new information!

III.  New forms for this year

  1. Transfer Form - this is available through the IBCA office if a student transfers in the middle of the season. If you have a student that is transferring, please contact Jenni Miller at the IBCA office.
     

  2. Code of Conduct (needs to be included in the rules) - the name of this form has been changed to Rules of Conduct. We supplied this form to conferences last year, and said that they could use it if they wanted to. This year, we have added the Rules of Conduct to the Indiana High School Bowling rules and have asked all students and parents/guardians to sign this form and return it before the start of competition. This makes sure that students and their parents/guardians are aware of the rules of the Indiana High School Bowling Program.
     

  3. Conference information sheet - This form will also be mailed out with the start of the year information to Conference Coordinators. This needs to be returned to Jenni at the IBCA by November 1, 2002. It will help to make sure she has the correct contact information for each conference and a complete list of high schools and coaches.
     

  4. Tournament Bid Form - This is another new form for the 2002-2003 season. In order to host a regional, semi-state finals or state finals event, a bowling center must complete the tournament Bid form and return it to the IBCA office by October 1. The Advisory Board is implementing this process to help everyone schedule earlier in the season and hopefully make sure these events are held in bowling centers that are equipped to handle them. A hosting center must be a member of the IBCA in order to be considered for a high school event. Bid forms and tournament formats will be mailed to bowling centers that meet the requirements to host the event. Once forms are returned, there will be a site committee set up to visit possible centers and the Advisory Board will then select the sites for the 2003 playoff events.

IV.  IHSAA Update

Blake Ress, Commissioner of IHSAA, has selected a chairperson who will be responsible for creating a committee to study the sport of bowling for the 2002-2003 season. This committee is responsible for gathering information to present to the IHSAA board. They will be speaking with us and asking us questions throughout the 2002-2003 season.

V.  Rules changes

IBCA Board changes
Rule change: "Coaches must be in good standing and approved by a team's sponsoring bowling center and/or high school to be eligible to coach a high school bowling team." Add: The coach must be in good standing with ABC/WIBC/YABA.

Clarify regional site standards - site standards have been clarified through the tournament bid form and a site committee.

Admission fees: Student fee only applies to students up through High School.

VI.  Fall Tradeshows

The Advisory Board has recommended that we continue to go to the Principals', Assistant Principals' and the Athletic Directors' conventions as we have done in the past to continue to keep the sport of high school bowling in front of them. There were two new conventions that we received information from, but will not be attending.

VII.  Coaching Seminars with Priscilla

Jenni is working with Priscilla Dillow, retired Athletic Director and Assistant Principal from Ben Davis, to set up some dates in September for clinics for coaches. These clinics focus on working with high school age students and help to address some of the issues that coaches today need to know. This is an IHSAA supported clinic and coaches will receive certification when they pass this course. This is the course that coaches are required to take when they work in a high school for more than one season. Details will be distributed as soon as they are available.

Indiana High School Bowling Club Advisory (IHSB) Board Meeting Minutes

I. After Action Review - Changes

Playoff Formats

The Advisory board would like to see the format for all playoff events to stay essentially the same.

During playoffs: when teams move from lane to lane, limit the number of lanes that they move (i.e. groupings of 6 lanes) and have them move in different directions so they will cross with different teams (i.e. odd lanes move right one lane and even lanes move left one lane.) Also ensure that during regional and semi-state events, that the lanes are run between team and singles events to provide fair play for all bowlers.

The format for the State Finals (televised or not) should be a round robin format, where the top four teams and individuals would compete against each other at least once. Award bonus pins to the winner of the match. Teams would bowl a two game baker match (50 pins to the winner) and individuals would bowl one game matches (30 pins to the winner). Total pins would determine the top two teams that advance to the Final Match. Those teams will drop all previous pin totals and face off with a 2 game baker match for the teams and a 1 game match for the individuals. 3rd and 4th place would be determined based on total pins from the round robin.

Rule Changes

Add to Conduct of coaches and players: Coaches must be in good standing and approved by a team's sponsoring bowling center and/or high school to be eligible to coach a high school bowling team. The sponsoring bowling center and/or high school has the authority to hire or fire any coach affiliated with their high school bowling team. (The IBCA BOD added to this rule, include: "all coaches must be in good standing with ABC/WIBC/YABA.")
 

Regional Site

Keep 4 sites and choose them based on their ability to host the event. Centers that are selected to host a regional site will be required to sign a contract and meet set standards to host the event. (The IBCA BOD asks that the suggested changes to regional site standards be clarified.)

Admission Fees during Playoffs

Admission fees should be charged as follows: children 6 and under free, a student rate and an adult rate. The student rate would apply to all students, not limited to children ages 7-12. (The IBCA BOD voted to accept the suggested admission fees except for college age students receiving a student rate. Student rates will apply to high school students and younger.)

Televised Finals

The Advisory Board expressed an interest in televising the finals again as long as the money can be raised outside of the IBCA office and without using IBCA staff. Hiring an outside sales person could be one solution. Another suggestion was to bill sponsoring bowling centers an additional $250 per center or $145 per school to raise the funds necessary to televise again. However, it was not taken into consideration that there is a good possibility that not all areas would be able to see the finals if televised again on WHMB-TV 40.

III. Payment schedule for 2002-2003 Season

First deposit is due to the Conference Coordinator by October 1, 2002 - this is a $100 deposit to claim a school, it is refundable if a bowling center cannot sponsor that school once the season begins.

Final payment is due to the Conference Coordinator by October 25, 2002
Coordinators then must forward the money on to the IBCA office.

IV. Posters

It would be nice if the High School posters can be distributed by the end of July, so High School coordinators can get them into the schools when school starts.

I. Update from the December IBCA Board Meeting - Heather Brownell

- Increase in per school fees for 2002-2003 season - Due to a deficit budget, the IBCA Board of Directors has approved a raise in fees for the High School Bowling program for the 2002-2003 season. The raise will be $50 per school. Total dues to the IBCA will be: $375 for member centers, and $500 for non-members. There is still a possible increase beyond the $50 depending on the financial situation at the end of the 2001-2002 season.

- 2003 Scholarships - In preparation for IHSAA and as a way to save some money to cover the running of the High School Bowling program the board has discussed cutting all scholarship money for the 2002-2003 season.
- Replenishing of the IBCA reserve funds taken out to finance High School Bowling - The IBCA Board of Directors also felt that beyond running the High School Bowling program, it is time to recoup some of the funds that they took from their contingency funds and membership dues to begin the high school program. The first year, the IBCA paid out approximately $25,000 from their funds to get the program started.

- Increase in fees at all levels for 2002 playoffs - The admission fees for the High School Bowling tournament series will go up for this year. There will be an increase across all tournaments at all age levels (except children 6 and under will still be free.) All sectional sites must charge door admission and it must be turned in to the IBCA office. It will not be acceptable this year to run a 50/50 in exchange for door admissions. 50/50's will be run at all regional sites, semi-state and state finals. The money will then go to the state office to help fund the Indiana High School Bowling Program. All admission fees to be charged will be sent out to each conference before the start of the tournament series.

- Towels and programs for 2002 playoffs - The programs for the 2001 state finals ended up costing the Indiana High School Bowling Program money. Ideas were suggested including raising the admission fee and include a program with each admission or to raise the price of the program. Jenni will research the cost of other sports programs and admissions for state finals tournaments and the board will make a decision on the cost of the program and the number of programs to produce. For the televised finals, there will be a sheet added to the semi-state tournament program.

II. Attendance at meetings - Heather Brownell - Just a reminder that the Advisory Board is a committee of the Indiana Bowling Centers Association and that the attendance guidelines for committees in the IBCA Constitution and Bylaws direct that "any member of a Committee who misses 3 consecutive meetings of the Committee shall cease to be a member of such Committee and shall be ineligible for reappointment to such Committee for a period of one year thereafter."

III. T.V. Finals - Contributions and Sponsorship Updates for 2002 Televised High School Finals - At the time of this meeting, in the quest to raise $35,000 to televise the High School Bowling state finals, the office still needed $4,287.65. The IBCA Board of Directors has decided that the finals will be televised for 2002 -
pending the parties involved come to a mutual agreement. Details will be released as soon as they are available.

The televised finals creates an opportunity to sell video tapes of the finals after the event. In which case, announcements and posters will be at the event stating that no video cameras will be allowed as well as flash photography.

IV. Seminar for Midwest Winter Bowling Showcase - There will be two High School Bowling seminars at the Midwest Winter Bowling Showcase Tuesday, February 12 discussing how to make a high school bowling program self-supporting. There will be representatives from the Advisory Board at each forum as well as speakers from successful programs around the state. It will be an idea sharing forum.

V. Update on Apparel Line with Classic - The apparel line from Classic is almost here! The forms are being printed and should be sent out to the High School Bowling Coordinators soon. A suggestion was made to send out a press release announcing this program. Order forms will also be available online at http://www.indianagobowl.com/IHSB/ihsb_apparel_form.htm

VI. Volunteers and Fundraisers for Playoffs - We will be needing volunteers to help run the semi-state and state finals. This year, each conference will be responsible for sending at least one volunteer to help at the semi-state. Volunteers will be responsible for helping to take admissions, sell programs and towels, run scores, etc. We will be working on a schedule and contacting each conference to see who is volunteering. We will also be running 50/50 pots at the semi-state to help raise money. There are also some Leading Edge packages in the state office that will be raffled off. They include stand up Scooby Doo, Mickey Mouse, The Rock as well as some Cartoon Network bowling balls, etc.

VII. Rules Questions and YABA Sanctioning - All conferences must be sanctioning their high school meets as a travel league. The national YABA has waived the absentee score rule, to help sanctioning of the meets easier. Please make sure all conferences are sanctioned. This is the responsibility of the conference coordinator.

Rules Questions

* Cargo pants? Should they be allowed or not? The advisory board decided that a conference can require stricter rules and guidelines than the state, and the state will not disqualify a bowler for wearing cargo pants. The line is too fine to draw, and would require more policing than is available. The rules and guidelines will be sent out in a reminder before regional competition.

* The question has also come up concerning position rounds and odd numbers of teams. In a small conference where three teams are competing for points, it is possible that the lower number of points could really hurt a team's chance to move up. The rule will be changed for next year, but this year, a conference can decide how best to handle the breakdown. (The advisory board suggested in a following conference call, the best way to handle this would be: in the case of 5 teams - 3 bowls against 4 for points and the 5 bowls against the scores for team #4 to earn points. The points that #5 loses then goes to the bye.)

* In the case of other ties, when it comes down to match play points won, it should be percentage of match play points won is the determine tie-breaker.

* Eligibility is a coach's responsibility. If a player is suspected of ineligibility the coach should be able to require proof of his/her eligibility.

VIII. Conference Restructuring and Playoff Numbers and Sites - There are still 144 schools represented for the 2001-2002 season. There will be 4 regional sites feeding into a semi-state. Then the top 4 teams and top 4 players will advance to the televised finals. The playoff advancements and regional sites will be forwarded following these minutes.

IX. 2002 Awards & Scholarships - It was discussed to only give scholarships at the state finals level, but finally decided that scholarships will remain the same, having awards at the regional, semi-state and state finals levels.

I.  Introduction of New Advisory Board members

II.  IBCA Staff Update and High School Bowling Financials

Heather introduced Jenni Miller as the new Director of Indiana High School Bowling.  Indiana High School Bowling financials are finished and have been presented to the IBCA Board of Directors. Under the direction of the IBCA Board of Directors, the financial is available for release only to IBCA member centers, and only upon request.

III.  Contributions and Sponsorship Updates for 2002 High School Finals

The new contribution letter has been sent out and responses are coming in.

We have received the following sponsorship contributions:

WISBA $300.00, North Zone (Champion of Champions money left over) $3,212.35, Greater Calumet Area Bowling Association $150.00, Greater Indianapolis Bowling Association $100.00

The following contributions have been pledged:
Rushville Bowl $150.00, Mid-Indiana Conference $150.00, Hoosier Bowling Conference $300.00, Mike Aulby's Arrowhead $300.00

IV.  Update on Team/Club Shirts and Apparel Line with Classic

Team shirt orders must be in by October 15 to be delivered by November 2. Team/Club shirt order forms have been sent out and more are available at the IBCA office, if anyone needs them. The apparel line is still in the works with Scott Pettis. They are working on samples and making up order forms. This information should be out within the next couple of weeks. The program is directed at the parents and spectators of the high school bowlers. They will have the opportunity to personalize Indiana High School Bowling polo shirts or sweatshirts.

V.  2001-2002 Season:
Pictures and Team Rosters for State Office

Pictures and Team rosters must be turned in to the IBCA office before sectionals. To help out the conferences, these forms will be passed out to all coordinators early in the season, so that they can have the entire season to prepare and have pictures taken. Pictures in the state finals program, should be black and white if at all possible. Jenni will work on a picture form sheet to include with the pictures that list the bowlers in the picture. This will be distributed to all coordinators and put on the website.

VI.  Rules Questions and YABA Sanctioning

In light of past events, the question came up concerning flag pins or decals (stick-ons). The board has decided, even though the jewelry rule does not allow for pins, that flag pins or decals will be allowed, but they must be on the lapel or right front of the shirt and no bigger than 1 inch by 2 inches.

Are Sweatpants allowed? No.
Enforcement of the uniform rules should begin with the coaches and should be enforced from the beginning of conference competition. To help encourage this, Jenni will type up a Code of Conduct sheet that can be distributed to all players. The form will list all of the uniform rules, and jewelry rules. The student must read and sign the Code of Conduct before participating.

Jeans - clarification - no Jeans of any color are allowed!

The number of earrings in a player's ear is not limited, but all earrings must be studs. There will be no taping of any piercing, therefore, no visible body piercing will be allowed. No chains will be allowed whatsoever they must be removed.

Smoking area rule - clarification - the non-smoking area should definitely be behind the lanes that high school bowling competition is taking place. Hosting bowling centers should also give a 2 lane courtesy of non-smoking lanes. It is up to the proprietors to help enforce this, if they choose not to abide, then the issue will be dealt with by the advisory board on a case-by-case basis.

If a coach is coaching two different teams, he/she must be wearing a team shirt for one of those teams in order to be allowed in the bowlers' area.

Just a reminder, in the case of an uneven number of teams, the team bowling the bye will not bowl for wins or losses. They can bowl for practice, but no points will be awarded.

Inter-conference scheduling - can be a part of the regular schedule, but it must be a priority to bowl everyone within the regular conference before branching out to compete with other conferences.

Do postponed matches have to be bowled in the center that the match was originally scheduled? This is not necessary as long as the postponed match is bowled in direct competition with the opposing team.

The rules that apply to student conduct and coaches' conduct should be enforced first with the coaches and then on to the student. It should be made clear, that if a student should violate the code of conduct, they could be removed from a match. It is very important that the coaches enforce this rule locally, so that the students aren't surprised when it is enforced during tournament play.

Eligibility rules follow the IHSAA rules. The IHSAA only allows a student 8 consecutive semesters of eligibility. That is 4 years. Also, early graduates cannot bowl unless they are enrolled in high school classes. Grade requirements are different in every school, but interim grades should not count towards eligibility. All teams should follow whatever their school's requirements are. This again, falls back on the coaches.

YABA sanctioning must be processed for all participating students. The local coordinators are responsible for checking sanctions and enforcing. If a student is not sanctioned, they will be disqualified.

VII.  Conference Restructuring and Playoff Numbers and Sites

Money is due to the IBCA office by October 15 from conferences.
Since the conference money is not due until October 15, the numbers are not in yet from all of the conferences. At this point, it looks as though the south zone is growing, as well as the northwest zone. Total as of this date, we have 146 schools participating in the 2001-2002 season.

Steve Kunkel worked on the ratios for advancing out of sectional, regional and state. To make it fair on all levels, he suggested advancing one of three out of the sectional to five regional sites, and then one of four out of the regional, to finish with close to the same number at the state finals as last year.

The details on these numbers will be released when we have a final count of teams across the state.

VIII.  Tournament Format Questions

In a previous meeting, a separate page for tournament formats and rules was requested. This will be distributed to conference coordinators at the beginning of the season, so that they know what to expect when it comes down to tournament time. All three events (sectional, regional and semi-state) will follow similar formats. In all three tournaments, the teams will bowl 3 team games and 5 baker games. The singles will bowl 3 games in the sectional and 4 games in the regional and semi-state.

Indiana High School Bowling Club Advisory (IHSB) Board Meeting Minutes

I. Update on televised finals:
-Business contacts
- If there are any, please contact the IBCA office to let them know. The best way to get sponsorships, is to have a contact with the company.

-YABA board meeting at Bowl Indiana - Executive Director Heather Brownell is planning on attending the meeting to ask for a $5,000 sponsorship.

II. Update on shirt program - Classic approved the dates published in the previous minutes. The only concern from them, is that if a conference does not have an order in by October 15th, then Classic will not guarantee delivery by November 2nd. Information on the shirt program will be available in the next issue of the IBCA newsletter. The payment schedule will also be in that issue. The rebates from Classic are the same as last year. A sub-committee consisting of Heather, Mark and Jenni was created to review and select the shirts. 

III. Update on trademarking - The IBCA office is completing the final paperwork.

IV. Selling of high school merchandise -A line of Indiana High School Bowling apparel will be displayed on the indianagobowl.com website and be available for purchase through Classic. Heather originally suggested hats and shirts. The advisory board suggested shirts and sweatshirts. They also asked about personalization and requested order forms to pass out at competitions.

V. Fall tradeshows - The IBCA plans to promote Indiana High School Bowling at the Assistant Principal's Convention, October 2 from 8 a.m. to 2:30 p.m. and the Principal's Convention November 19th from 10:30 a.m. to 5 p.m.

VI. Names for Advisory Board - Heather still needs names of athletic directors or principals to fill the four new positions on the advisory board.

VII. Fax from Frank Ruggerie regarding a national format.
-How does this affect our program? Frank is a member of the High School Bowling USA Task Force and is in charge of trying to create a national format for High School Bowling. His proposal suggests a format that is very different from the format that Indiana has used over the past two years. The advisory board was concerned that the format change would be very difficult at this point and time. It would require a lot of explaining and more time than what is available for the beginning of the season. It is expected that the format in Indiana will eventually change to accommodate the national format, but not at this time. Steve Kunkle was appointed to write a letter as chairman of the advisory board to Frank to explain the reasoning behind Indiana not changing at this time.

VIII. Format and Rule Changes - Tiebreakers were clarified and noted on the rules in bold and dated. The board agreed to an addition to the current point system. To help publicity, each match will determine a win and a loss. The team with the most points at the end of a match will be awarded with a win. This will make reporting the outcomes of matches to the non-bowling community easier. All changes in the rules and formats have been added in bold and marked with a date of the time of edit.

June 6th, 10 a.m.
Minutes

  1. Around the state update - Not a lot of updates at the moment, but there are a few schools interested in the Indianapolis area, as well as, in the Fort Wayne area. Ft. Wayne has new high school conference coordinators - Tom Mabee of Wayne Recreation and Mark Burbrink.

  2. Update on televised finals - The price should be about the same as predicted for last year, the goal is to have all sponsorships sold by October. 

  3. Next year's schedule - Tryouts and practice are suggested to begin October 1st, with the earliest week of competition being November 5th. Conference competition should be completed February 16th, with Sectionals on February 23rd, Regional March 2nd, Semi-State March 9th and the televised State Finals March 16th. The required layout for the holidays has been removed, due to different school break times. Therefore, this year, holiday play is left at the conference's discretion. 

  4. Drop dead date - The first deposit of $100 is due to the conference coordinator by September 7th, 2001. The balance ( $225 for members, $350 for non-members) is due to the conference coordinator by October 1st, 2001. This money is then due from the conference coordinators to the IBCA office by October 15th. The final conference payments are due to the conference at a date set by them. No checks are to be sent directly from a sponsoring center to the IBCA office, any checks received at the IBCA office will be sent back. All monies must be sent in through a conference. There will also be a $50 late fee for each deadline missed. 

  5. Rule changes - There are some changes in the rules that will be updated and written in bold. Most rule changes were suggested at the after-action review. There are also some rule clarifications, which will be marked in bold.

  6. 2001-2002 Shirt program - The shirts will be offered in a limited number of styles and colors. All selections should available by October 1st, 2001. Each participating center will receive a list of shirts for this season. All shirts must have the Indiana High School bowling logo this year and be purchased through Classic Products. The logo is in the final stages of being trademarked and is only available through Classic Products. The goal will be to have all shirts ordered by October 15th and be back to the conferences by November 2nd. This is an item that will be worked out with Classic Products by the IBCA office.

  7. School personnel on Advisory Board - In order to prepare for future IHSAA participation in high school bowling, it was suggested that there should be 4 school representatives on the Advisory Board. There have been a few names turned in at this time, but ideally, there should be a representative from each area of the state. Suggested names should be sent to Executive Director Heather Brownell at the IBCA office.

  8. Marketing - High School Posters, Tradeshows - High school bowling will be represented at the Principals' Convention on November 19th from 10:30 a.m. until 5:00 p.m. and the Assistant Principals' Convention on October 2nd from 8:00 a.m. until 2:30 p.m. Volunteers will be needed to work the booth at each of these conventions. Posters should be sent to the sponsoring centers in early September to promote the program in the high schools.

December 13, 2000 @ 10 a.m.

I. Schools Participating

As of December 13, 2000, the total count for participating schools is 132. There are still some conferences that need to contact the office to verify all of the numbers. 

II. Fees Still Owed

For the most part all conferences are current in fees paid. There are a few that are still in question and will be contacted by the office.

III. Untucked Shirt Rule

The rule concerning tucked in shirts will be amended to say:
The Conference Coordinator or Tournament Directors must approve shirts designed not to be tucked in.

IV. 2000 Finals Statement

The 2000 State Finals did make a profit. 

V. Update on 2001 Finals sponsorships

At this time, Pepsi has agreed to be a sponsor of the 2001 State Finals. There are other meetings occurring across the state to encourage the state associations and various companies to help sponsor the televised finals. It was suggested to announce the need for sponsors during weekly meets across the state. This could help to provide with contacts or sponsors. 

VI. Finalize 2001 Sectional, Regional, State Finals Numbers

The question was brought up as to whether or not there were too many advancing to the next level, or not enough. It was decided by the board to stay with the numbers that were previously written in the last minutes. A list of advancing numbers will be distributed to participating centers and coordinators.

Most of the sites for the regionals and sectionals have been verified. The only unknown sites are the Northwest Regional and the Southwest Regional. This list will also be distributed when it is available. There is a correction to the last minutes concerning numbers advancing from sectionals to regional. All sectionals will advance two teams except Indianapolis South, which will advance 3 teams and the Quad County Conference, which will advance 1 team.

VII. 2001 Awards and Scholarships

The awards and scholarships will be the same as last year. Conference Coordinators will be responsible for picking up trophies and medals at the Midwest Winter Showcase on February 6th and 7th, 2001. The trophies and medals will ONLY be given to the Conference Coordinator unless the IBCA office is notified before the Midwest Winter Bowling Showcase. Medals and scholarships will be distributed for 7 bowlers per team. Coaches of the winning teams will also receive medals. The scholarships will only be awarded at the regional and state levels. The state will be responsible for scholarship certificates at the regional and state levels. Any scholarships at the sectional level will be distributed by the conferences. There will be 17 sectionals and 5 regionals.

Scholarship awards will be given at the regional and state level for 300 games. If no 300's are shot at the state level, the scholarship will go to the highest boy and girl games for the day.

VIII. Additional Topics for Discussion, Questions

Shirt Report: About 2,000 shirts have been ordered at this time with the high school bowling logo from Classic. Ordering the shirts will bring money back into the High School Bowling Program. Scott Pettis will give us a report with a total number after all shirts have been ordered. An idea for next year was to make a merchandising catalog for Indiana High School Bowling. This could be a way to make some money for the program. It would also be a good way to sell merchandise to the parents and spectators.

Pictures: All conferences must have pictures taken before the sectional. They need to be in black and white. This is for the program at the semi-state and state levels. It will save having to rush to get all the pictures the week before the semi-state and state levels.

Academic Eligibility: A question arose about academic eligibility. The current rule says to follow IHSAA guidelines, but the question was what happens if the school's guidelines are stricter than IHSAA. Who do you follow? The board felt that the school's guidelines should be the final say. The rule will be researched in the IHSAA By-Laws and Articles of Incorporation and clarified. As far as verifying students that are eligible, the coaches are on an honor system to make sure all students are eligible.
Indiana High School Athletic Directors Conference, March 18: The board discussed if the Indiana High School Bowling program should participate in this year's conference. The board felt this would be a good way to get out the information on the program. It might help to encourage schools to take over the program and sponsor it. It would also be a good chance to survey the schools to see if they would be willing to allocate funds for high school bowling.

Top Tens: The top ten lists will start in January. The office will also try to send the top tens to the media. 

Player Forms: Forms will be distributed to all the conferences from the office to obtain all students addresses and important information. These forms will need to be filled out at the sectionals before a team or student may participate in the regionals. This information is necessary for the media and for scholarship distribution. There will be two different forms; one for teams and one for individuals.

I.  Shirt program - questions, feedback:

As far as the pricing goes, the IBCA receives money from all logo sales, whether the shirts were purchased at Classic, or sent to them.  The amount received is based on the usage of the logo.

The logo is trademarked and can only be purchased through Classic Products at this time. 

For next year, an idea was suggested that a few shirts could be suggested for lower cost, though all would still have the choice of any shirts in the catalog.

The commitment to Classic is for the next year, unless the input across the state is negative for this year.

Towel sales were also discussed.  Last year they were only sold at the State finals.  For this year, it was suggested that the board start selling towels at the sectional and regional sites. 

Classic is sponsoring the High School Forum at the Midwest Winter Bowling Showcase.  That would be a good time to get Bob Gudorf and Scott Pettis to explain the shirt program in detail.

The board wondered how many centers were not ordering through Classic and why.  If possible, it would be interesting to track these centers and hear the reasoning.  That could help to put together a better program for next year.

II.  Update on new conferences:

There are a total of 19 conferences this year.  That is counting the White River Valley Conference as two conferences and Ft. Wayne as two conferences.  Kokomo has a new conference that has just formed. 

III.  Conferences vs. Divisions:

There has been a terminology problem that has arisen.  A few conferences have chosen to split into what has been called divisions.  The question is whether or not two divisions have to go to one sectional, or if they should really be called conferences.  The rules state that a conference must consist of 6-12 teams.  That means that the divisions are really conferences and should each have a sectional.  There are two areas that wished to bring the divisions together to one sectional.  It was decided by the board, that for this year, they may choose to have one or two sectionals.  For next year, if there are 6-12 teams, they will only be classified as a conference and must be counted as such. 

IV.  Sectionals and Regionals - how many and where?

There will be 5 regional sites, as follows:

Southwest Zone - tentative site: Parkview Lanes in Linton

Blue Chip Conference & Quad County Conference

Indianapolis - tentative sites: Woodland or Southern (depends on location of semi-state)

Indianapolis North, South, West & Mid-Indiana Conference

North Central Zone - tentative site: East Side Lanes in Anderson

White River Valley, Wabash Valley & Central Conferences

North West Zone - tentative sites: Camelot, Plaze, Stardust or Chippewa

Duneland, Suburban, and all Michiana Conferences

Ft. Wayne and surrounding - tentative sites: Villa Lanes or Pro Bowl

Ft. Wayne, Wabacanoe, and Hoosier Bowling Conferences

Advancing to Regional from Sectionals:

Two teams out of each sectional advance on to the Regional except for the Indianapolis South Conference which will advance 3 teams and the Quad County Conference which will advance one team.

For every one team in the conference, one individual will advance on to the Regional

Southwest Zone: 4 boys and girls teams at the regional; 15 individual boys and girls at the regional

Indianapolis: 10 boys and girls teams at the regional; 31 individual boys and girls at the regional

Update on televising state finals:

The drop dead date for televising the state finals is January 15th.  At that time, if there are not enough sponsors, then the board has the option of not televising.  Because of the chance of not televising, there are two different schedules for the sectionals, regionals and state.  If the finals are televised, there will be a semi-state held the week before, due to the time limitations.  Both schedules are listed as follows:

In the case of a semi-state and state, the semi-state will be the qualifying round, eliminating the field until there are 4 boys teams, 4 girls teams, 4 individual boys and girls.  Those 4 will advance on the state finals for stepladder competition.  These matches will be televised as much as possible.  The television spot is for two hours.  That could limit showing all the matches, but will possibly show parts of previous matches.

If televised, the state finals will be held at Expo Bowl in Indianapolis, the semi-state at Cooper's Sport Bowl in Anderson (tentative)

If not televised, the state finals will be held at Woodland Bowl in Indianapolis.

Logo and shirt proposal update

The advisory board decided on a logo, and it will be trademarked.  This logo can only be acquired by going through Classic Products this season.  Trademarking must be done through a lawyer and should only cost $100.00 or so.  Classic has the revised logo and is working modifying the final artwork.  

The logo is to go on the front left of all shirts.  

The Advisory board also received more information from Classic regarding the Christmas card program.  10% of all card sales are to return to the Indiana High School Bowling program.  Bob Gudorf has also promised if this amount doesn't reach $5,000 then he will help to develop another program to raise the difference.

Bob has also guaranteed that all conferences calling in for shirt orders will receive the 48 + pricing, no matter what.  This will help to save on cost.

Jim Doty and Heather Brownell have been working with Channel 4, WTTV to arrange a T.V. finals for Indiana High School Bowling.  The details are still in the process of being worked out, but it is looking positive.  If the televised finals work out, Indiana will be the first state to televise its high school bowling finals on a broadcast station. 

Sponsorship - Pepsi was not interested in $20,000 for 3 years, but possible a lower amount.  Mark Schoch is going to help research this.    

Conference Restructuring - The Advisory Board restructured some of the conferences to adjust for the many new schools that are joining this year.

The meeting was called to order at 9:10 a.m. IBCA Executive Director Heather Brownell introduced the individuals she appointed to serve on the Indiana High School Bowling Advisory Board - Rob Tucker, Hobart Lanes, Hobart and Mickey Higham, Pro Bowl West, Ft.Wayne (absent at this meeting).

Review of High School Bowling Poster 
The new posters will be mailed by the end of Aug. for the bowling centers and the high schools. This year they will be mailed in envelopes, instead of tubes. The posters will be on thinner paper that will be folded into fourths for better distribution.
Notes for next year - the new high school bowling logo being created this year will be used on next year's posters. It was also suggested that recruitment flyers be created next year to help encourage new bowling centers to participate in the program.

Match Play added Position Rounds - Baker Game format point system, 2 points per game for 10 games.
C. Playing format added 10. Position rounds - all conferences must have at least one position round that consists of 10 Baker Games to be scored as previously mentioned.

Playing Format
7. B & F - one says immediate bowlers area and the other just says bowler's area, are they the same or different. The board decided to use bowler's area to describe both areas. Removed immediate to be consistent.
7. F - rostered bowlers - need to be defined for that day, but it is previously mentioned that the roster must be posted upon arrival, therefore is the roster for that day.
7. A - remove on the bench or in the playing area to read: No coach, player or other person officially connected with the team shall be permitted to use any tobacco products to consume alcohol.

Add - All high school matches are to be non-smoking events.

Bowling Practice 
A. This rule is inconsistent with practice rule in playing format (C-2), to be changed to follow playing format practice, bowlers may bowl, but not on assigned lanes the day of a meet.

Scholarships changed to read that scholarships may be awarded at the regional and state level and will be determined by the IHSB Advisory Board. Any local conference scholarships will be determined by the local conference.

Playing Format
5. Remove from a game, to read: A substitute bowler may be used at the beginning of a game or match. Once a bowler has been removed, he/she can return to any position in the following game.

6. Forfeits
Add C. Any player unable to complete a game will receive 0 for each remaining frame of that game. That player may reenter at the beginning of the next game.
add D. Any player unable to bowl his/her frame in a Baker Game will receive a 0 for that frame.

Review of Shirt Proposal
The IHSB Board received a revised proposal from Classic Products as requested with a wide variety of shirts to choose from and good pricing. They are still working on the logo. Each conference would receive a catalog from which to choose their shirts. Instead of receiving the high school bowling program money from shirt sales, Classic is proposing that a rebate program from Christmas cards that are to be sold. The rebate would be 10% for every box sold. This rebate program is going to be a nationwide program. Classic has stated that if the high school bowling program at the state level did not make the money it needed with the card program alone, they would create other options. Instead of making the shirts from Classic mandatory this year, the board has decided to name Classic as the official shirt vendor for Indiana High School Bowling. It will not be required, but encouraged, for conferences to buy their shirts through Classic. The high school bowling will only be available through Classic. It will be a mandatory requirement for next year that all high school bowling shirts be purchased through Classic and contain the high school bowling logo. The logo has not been designed yet, but we are asking Classic to design 3 new, fresh designs, due to us by Aug. 18th. The logo will be decided by the end of August. The logo will be placed on the front of the shirts on the left side.

Televised High School Bowling Finals
Channel 4, WTTV is interested and is working on a proposal to present to us.

The conference structure is still in the works, the board is still waiting for some information from a few areas, but the following are the number of new schools in each area as of 8/7/00
NORTH CENTRAL ZONE - approx. 10 new schools, 1 new conference
CENTRAL SOUTH ZONE - approx. 13 new schools, 2 new conferences
NORTH ZONE (WEST) - approx. 6 new schools, 1 new conference
NORTH ZONE (CENTRAL SOUTH) - unknown
NORTH ZONE (CENTRAL NORTH) - approx. 4 new teams
NORTH ZONE (SOUTH EAST) - 2 new schools
NORTH ZONE (GREATER FT. WAYNE) - unknown
SOUTH WEST ZONE - approx 2 new schools, 1 new conference
Total new schools - approx 37 new schools and 9 new conferences

Pepsi-Cola or Coca-Cola Sponsorship
As of yet, there has been no response from Pepsi-Cola regarding a sponsorship. Mark Schoch and Steve Kunkel will be making phone calls to encourage a response.
