I.               Reviewed conference playing rules and format changes

-All rules changes were discussed and it was decided to leave rule changes as is for the 2004-05 season and they will be open for discussion at the next After Action Review.

-Changing the start date guidelines was also discussed.  It was decided that next year there will be a certain date you cannot start before, but not a specific starting date.

II.                Individual Issues Discussed

A.     The following items were discussed:

1.     South Bend Clay having a memorial patch - Yes

2.     White River Valley II Conf. Starting early - Yes

3.     South Bend Adams moving to a new center – No, Chippewa Bowl has already put money down on that school and the driving time is closer to Chippewa Bowl

III.           HSBUSA Processing

-This was discussed and it was decided that it is too expensive for each team participating.

IV.              Tournament rules and formats

A.     Sectionals will be same format as rest of playoffs
B.     7 Bowlers on a roster during tournament time (for team and singles events)
C.     Will be a step-ladder format
D.     For tiebreakers:
        Individual competition – there will be a 9^th & 10^th frame roll off
        Team competition – they will bowl a new Baker game

-A plan to allow new schools to participate that are standing alone in their area was discussed.  Guidelines will be put together for Steve Kunkel to recruit new schools.

1. Bye situations – it was decided that in a “bye” situation, team scores will be matched against the team immediately to the left to determine wins/losses, and if bowling on lanes 1 and 2, then use the immediate right lane.

   1. It was decided that only dress slacks will be permitted.

   1. No more than 2 free practices per week during the season; may practice more than 2, but are not required to be free; unlimited out-of-season practice (up to centers whether or not to charge

   1. It was determined that a Varsity team shall roster no more than 10 bowlers (5 bowlers and 5 substitute bowlers)

   1. Match play will no longer be detained any time past the start date (it currently states giving 10 minutes in the rules)

1. Moving High School Bowling to a Fall Sport was discussed. Pat Sparks, the IBCA President was present to discuss this issue. It was decided that High School Bowling would stay at a Winter Sport, but the season would be moved up slightly. The schedule for the 2004-2005 season was decided as:

   November 1-12, 2004 – Tryouts
   November 15 – Competition begins
   February 5 – Sectionals
   February 12 – Regionals
   February 19 – Semi-State
   February 26 – State Finals

    

2. The following High School Bowling Rules were discussed for next season:
   1. Patches and/or decals on uniforms
   2. Clarifying the “bye” rule
   3. Uniforms - general

The clarifications and additions to these rules will be made prior to next season and placed on the website as well as distributed to conference coordinators.

3. There was a High School Bowling Survey put together to be sent out immediately to all high school principals and athletic directors in Indiana. A letter with High School Bowling History and a booklet put together by High School Bowling USA will also be sent along with the survey. The survey’s purpose is to find out the views on High School Bowling from the schools that are participating and from those that are not.
    
4. There was an article written about Indiana High School Bowling in the magazine “Midwest Sports Publishing”.  It discusses the history of the program and how the program works.
    
5. The locations where each school will go for Regionals, Semi-State and State are being finalized and will be distributed and available on the IBCA Web site soon.
